Way to proceed on development releases

I noted that a new development release r1316 has been released and the former release r1311 has been deleted.

The description of r1316 is more or less the same as for r1311.
How do I know what has been changed?
Was there anything wrong with r1311?

Furthermore, r1240 has been deleted, either.
Some days ago, there was a discussion when dev r1240 will become the official release 2.2.
Does this mean, that we can expect 2.2 soon or were there some issues with r1240, so r1316 is lust a substitue for r1240?

I hope someone can clarify my questions.

There are more and more dev releases theses days, because yes ,I would like to stabilize code for the 2.2.

Any increment in the number signifies a change, with Beta(dev) releases you can expect a change until the code is stabilized and people testing report success. Then that version can go into 2.2 official.
The decision is up to the developers.
