Making changes in config.h

Hello, I am new to multiwiil I attempted to change things in config.h, like the min throttle and fail-safe throttle setting, but the board's behavior remains the same. I know I am successfully downloading to the board, because the fail-safe enabled when I uncommented it. Other things I have uncommented have been enabled, too. However I cannot change definitions. In Fail-safe for example, the throttle setting is too strong and the machine climbs. I have tried things like removing the "+100", or removing the "minthrottle, but the fail-safe behavior remains the same. So, what am I doing wrong?
