Cannot update my config.h setting, cannot arm esc

I am trying to use new esc but i cannot arm them. They seem like require low throttle to arm them. If I setting expend_motor_range and they will arm in the middle of somewhere. So I figure I can lower mincommand to somewhere like 900 and they might be able to arm, but I can't lower the mincommand number from what I am using now which is 1000. But I did success to raise mincommand to 1200, for test purpose. Nor I can change my minthrottle from 1300 to any number.

This happened few times. Those numbers sometimes just stuck. Restart arduino does no different.
Maybe I can try using another computer if there is any luck.

Does anyone know what's the problem here?
And help me to arm my escs, they are Novatech b4515, please.

I still don't know why audrino cannot update some of my setting. But I contact the manufacture of my escs, and they can programme the safety off. Luckily, it's 30mins driving from my home. I got my escs working this afternoon.
