Well understand RC RATE et P/R rate

I had a discussion with Warthox to know what is his secret.
He explained me that :
- the pitch / roll rate have a action on the PID on high level to put the multirotor less stable so more reactive
- the RC RATE indicate the maximum variation in °/s
So, the best solution, for fast accro is it, for exemple a P/R rate at 0,3 and and RC RATE at 1,7 or a P/R rate at 0,7 and and RC RATE at 1,0 ?
