accepts the SimonK firmware a "normal" 400Hz PWM Signal from 0-100% ?
Is there any documentation?
A RC-PWM signal is normally not 0 to 100%.

simonK takes MWii 'motor' output pwm signal, which is close to 488Hz.
simonK has different pwm-signal -> motor rpm conversion from default general purpose ESCs, so set the minthrottle to 1064 and increase maxthrottle (up to 2000) to drive entire power range of your esc+motor.

A RC-PWM signal is normally not 0 to 100%.
A normal rc signal is [1000-2000] us
that's around 50%-100% for 500Hz
extended range ESCs exist, and SimonK ESCs don't support it by default. (search for ziss_dm ESC dev)
note that 0% or 100% PWM is equivalent to no signal
